Since Kodak outsourced its master IT operations in 1989, IT outsourcing services prevail gradually. In latest several years, along with the coming of information network age, IT outsourcing gained swift and violent development. Along with the rapid development of IT outsourcing in China, IT outsourcing will act more and more important strategic role in management and development of corporation, so more and more corporations look on IT outsourcing as an important strategic decision-making. At the same time, the complexities and risks of IT outsourcing will increase the difficulties which corporation makes decision on IT outsourcing and implements IT outsourcing. IT outsourcing is a complicated operation progress, and it also a sword with two blades. Though the success on IT outsourcing can benefit enterprise much, an irrational implement on IT outsourcing will bring tremendous risks to enterprise. Especially in our courtry, IT outsourcing is a comparatively new thing to many corporations and has no mature theory to guide, so the research on IT outsourcing is comparatively urgent and has comparatively strong practical meanings. In the research of IT outsourcing, the research of decision-making is more important. It not only has important practical meaning to success for enterprise IT outsourcing and management and development of corporation, but also can accelerate the IT development of our society that research the decision-making for enterprise IT outsourcing and form a systemic and operable theory and method. Based on this background, this paper researched the decision-making for enterprise IT outsourcing. Wish it can bring some applied values to practice for enterprise IT outsourcing.Based on the discussion on outsourcing and the IT outsourcing definition of other scholars, this paper first gives the definition of IT outsourcing, then summarizes four partitions on IT outsourcing according to different criterion. Followingly this paper analyzes the risks of IT outsourcing and thinks incorrect outsourcing is likely to occur four kinds of risks. They are the risk of loss of flexibility value for enterprise IT investment, the risk of uncertainty of project feasibility, the risk that IT service providers don't offer services commendably and the risk that the learning ability and innovation ability of enterprise impair.When enterprises make decisions about IT outsourcing, first they need to...
