Since 1980's, IT outsourcing has gained more and more popularity with economic globalization and the coming of Information Network Era. IT outsourcing will act more and more important strategic role in management and development of corporation with the rapid development of IT outsourcing in China. However, in practice of the IT outsourcing process, IT outsourcing has two sides. Of course, if IT outsourcing succeeds, it will bring big profits to the corporation, on the contrary, if IT outsourcing decision-making has problems, the corporation will face humorous risks. Therefore, research on the IT outsourcing decision-making process has theoretical and practical urgencies.First of all, the thesis has made a general comment on the present situation and achievement of IT outsourcing research at home and abroad. Related concepts of information technology outsourcing are outlined, such as definition, classification, and so on. Some related theories are introduced, such as resource-based, resource-dependency, transaction cost, core capacity, principal agent, partnerships, and analysis of IT outsourcing based on these theories.Secondly, combining the existing literature of IT outsourcing, the research has proposed a system of index of IT outsourcing decision factors and their specific indicators through expert interviews and questionnaire survey. It mainly includes: management factor, strategic factor, economic factor, technological factor and quality factor. The 13 specific indicators are also deeply analyzed.Thirdly, a three-stage decision-making model is established based on Analytic Hierarchy Process, Fuzzy Comprehensive Evaluation and Technology Acceptance Model. The first stage: analyzing the internal and external environment of the corporation to determine the initial outsourcing business set. Second stage: using the AHP method and fuzzy comprehensive evaluation to calculate the weight of each outsourcing IT business. Third stage: making the final outsourcing decision with the application of Technology Acceptance Model.At last,this paper gives a demonstration through the simulation of a corporation in Zhejiang. This simulation shows a thread for corporation how to process outsourcing decision making in real life.By proposing a quantitative decision model, this paper can help practitioners choose and analyze factors and attributes easily. The practitioners can make better decisions and obtain better results from outsourcing by using the model proposed by this paper.
