Taking USA as an example, this thesis analyzed what the governments could do on public goods.American regime is composed of federal government, state governments and local governments. Public sector is divided into three parts: federation, state and local public sectors. According to scopes of benefit, public goods can be divided into national public goods and local public goods. Because different and efficient public goods supply needs different sectors, the polycentricity that public goods are supplied by federation, state and local governments is formed. The polycentricity can meet inhabitants'demands better than a single administration system, for it has smaller scope and bigger elasticity. The theory of"voting by foot"proposed by Charles M. Tiebout, an American economist, has begun to work. In order to get the most utility, enterprises and citizens move to cities and towns which can supply better public goods. Local governments have to improve supply level of public goods and compete with each other under the system of polycentricity. Every government of cities and towns do its best to provide a variety of goods for enterprises and inhabitants."Fragment"caused by polycentricity had brought a lot of new troubles for metropolitan administration. It was an obstacle to some basic establishments with scale effect, governments must collaborate with each other because of environment protection and public security. There was a contradiction between intersected administration system and public goods which were supplied by governments'cooperation. As the contradiction became more obvious, the efficiency and quality of administration had dropped.
