Based on analyzing the driving factor of usual urban land expanding, the article educes the conclusion thought principle component analysis that the main driving factors of urban land expanding in Chongqing are three kinds of factors that are the dynamic factor of economy development, the pressure of population system and the level of people's living.Part three. Analyze on the demand of arable land caused by town development and the supply. Based on forecasting the town population and average urban land use in the future, the article forecasts the demand of arable land caused by town development, the area of arable landthat can change into urban land use in ChongQing. After the supply and demand analyzing, the result shows that the urban land expanding in Chongqing will be rigid limited by the scarcity of arable land resource forever.Part four. Effect of town development on arable land protection. At first, the article analyzes the reason of the decrease of arable land is taking up by urban land expending. Then it analyzes the changes of arable land in Chongqing since 1997's from three parts of quantity, quality and aspect, and analyzes the position of food security from two parts of supply and demand. The result shows that the position of food security in Chongqing is very acute because the area of arable land is decreasing caused by the reasons of the development of town and others. At last, it analyzes the positive effect of town development on arable land;it shows that the relation of town development and arable land protection is contradiction and unity, both can develop in a coordination way.Part five. Suggest of leading to coordination development of town development and arable land protection. Form the relation of town development and arable land protection is contradiction and unity, both the national economy system and the urban and countryside economy develop coordinately, the article put forward that the coordination mechanism of town development and arable land protection.
