Mergence Research On The Old-age System Of The National Civil Servant And The Old-age Social Security Of Enterprises' Personnel

Old-age social security, which is closely associated with civil life and social stability, consititutes a significant part in the course of social security.There exists two different managerial institution and policy system in our present national old age insurance system,which give rise to theoretical system conflict and practical great disparity of old-age penseion between civil servants and enterprises' personnels.This unfairly devised system brings about the unsatisfaction of both the on-the-job and the retired faculties of enterprises, therefore it initiates and intensifies various social contradictions day by day.The staffs of enterprises'old age insurance system of the cities and the towns which originated in 1984, and established its frame work in 1995, then achieved its system unificationin 1997,now have made considerable progress and is basically suitable to the demand of the development of socialist market economy. But the old age insurance systemof our courtry's civil servants still stagnates in the planned econonmy period without correspording innovation. With the absence of sustainability and the defect of its present framework which can't be maken up, the old age insurance of civil servants is difficult to maintain. With the establishment of socialist market economy and the changed circumstances, the co-exisitence of the old-age social security system of the civil servants and the enterprises's personnels lays bare its cons, which runs counter to the development of market tendency. As a new socialist market economy is introduced with the implement of our country's open reform policy, the disposition of the social resources, the structure of economy, and the pattern of economic profits, etc. are experiencing significant transformation. The old-age social security system which is necessary and critical to the planned economic system has crumbled. Thus it provides a historial opportunity for us to choose and establish a new old-age cocial security system with distingwished Chinese characteristics which is suitable to the demand of our country's socilalist market economy.The establisnemt of complete and unified old-age social security system of civil servants and enterprises'faculties is the stablilizor and decompressor for developing socialist market economy, and it plays an extremely important role in promoting our social stability, civilization and the social co-ordination.
