Personnel's fluxion is the important content of human resource management and it is a kind of widespread phenomenon of social development, which exsists objectively from thousand years ago till now in China and foreign countries. In recent years, with the reform deeply developed and the fast development of technology, personnel's fluxion becomes more and more active. It promotes the activity and creativity of people. However, it is inevitable to face a problem of "talents loss" in the fluxion of personnel, especially that it can not flow effectively in public organizations and enterprises. Nowadays, most fluxion is from enterprises to public organization. Oppositely, it can not often seen. What result in this phenomenon is system element and psychological element as well. It is a problem of manpower capital managers needed to be solved about how to know the psychological features of personnel exactly, control and overcome unreasonable personnel fluxion regularly and effectively, try the best to do adjustment with certain purpose.Currently, there exsists differences between the public organization and business enterprise of our country in the aspect of society guarantee. It is mainly reflected from two different kinds of endowment insurance systems. These two sets of systems are inconsistent at basic organization mode, management system, treatment level, etc, which results in the disability of flowing mutually of business enterprise and public organization personnel. It is not good in unify the formation of liberal labor market. Meanwhile, different treatment difference of the policy system leads greatly makes this social policy candor and equity give discount greatly.Along with the establishment of the socialism market economy and the variety of the situation, our national public official and business enterprise officers and workers two kinds of endowment insurance systems keep both of the situation, which has exposed that the market turn the irregularity that the development of big trend deviates from mutually, which provides an opportunity to choose and construct an endowment insurance system with Chinese special features for us and our country according to the socialism market economy's request. The establishment unifies perfect national public official and business enterprise an officers and workers endowment insurance system, is the stable machine,relief pressure valve which develops a socialism market economy and it is quite important to promote our country society long cure long security and civilization to progress and make the society be placed in stability and harmonize,moderate movement appearance. This thesis sets out from the angle of the history and the reality,according to domestic and international endowment insurance system of practice and has already had research theories, to our country the public official retire to enjoy life system and business enterprise an officers and workers resulting from society guarantee system mainly the endowment insurance system of dissimilarity which becomes the personnel flowed bottleneck and counterplan measure to carry on easily understood, from outside and inside of in multiple layers analytical. This has an important meaning to solve the orchestration present stage various society antinomy, maintenance society stability, promote the healthy development of the market economy, abundant endowment insurance reform theories.
