Research On Industrial Park's Development Planning In Underdeveloped Areas

Today, regional economic competition is increasingly intensifying, as an effective space vector of regional economic development, industrial park has become the inexorable trend of regional economy with its peculiar advantages of element convergence, industry cluster, market competition and technology innovation etc. Since the reform and opening, industrial park has played a key role in improving system innovation, regional economic development, urbanization process, as a kind of important policy tool of regional development, it has attracted more and more attention of governments at all levels, and become an important strategic way in China's new industrialization road. With the advancement of industrialization process, underdeveloped areas have been accelerating the pace of industrial park construction, however, compared with developed regions, there are great difference in development background, conditions and ideas, so how to fully optimize resources allocation, cultivate industrial park characteristics and exert late-developing advantage, will promote economic development in underdeveloped areas with great significance.Based on the above cognition, and systematic summarization of industrial park's research background and evolution, the paper from the analysis of the industrial park's development conditions in underdeveloped areas, studied the basic principles and main contents of industrial park's development planning, and took Baijiaba industrial park of food and drug in Shaanxi Lueyang county as a case to conduct an empirical study. The main contents including: Analysis of interrelationship and difference between programming and planning, basic principles and main contents, empirical study of the Planning. Through the research, the author drew following conclusions: Planning of industrial park's development in underdeveloped areas should adhere to five principles, that basing on the reality and focusing on the future, coordinating development layout of town, industry cluster, sustainable development and comparative advantage. The content framework of industrial park's development planning should be built mainly from the environmental analysis, industry planning, marketing and business management planning. Through the empirical study, the author considered that: Baijiaba industrial park of food and drug had rich resource conditions, superior policy support, good industrial base, and broad prospects in its development. The park should around deep processing of genuine Chinese medicinal materials and characteristic agricultural products, focusing on the system development of modern medicine, and modern food processing with health products and beverage manufacturing, condiments manufacturing, animal husbandry processing industry, fruit and vegetable processing industry. In marketing planning, the park should establish characteristics and green image of Lueyang county, and strengthen the construction of three major brands of eucommia bark, heihe pig and Lueyang silky chicken. In operation and management mode, the park should combine its operation and management company with the administrative committee of Lueyang industrial development park.
