Ecology is the foundation for the subsistence and development of human beings, providing material base and environmental support for the development of human society. Ecology has a great impact on national development and has become a principal impetus for new urbanization. As the result of the development of human culture, Civilization is the product of all material and spiritual achievements made by human being and therefore the symbol of human progress. Human society has gone through fishing and hunting civilization, agricultural civilization and industrial civilization. Ecological civilization reflects and sublates the three previous civilizations and is a more advanced form of human society after the industrial civilization. Ecological civilization is the product of all material and spiritual achievements in improving the relationship between human and nature, in constructing an orderly ecological mechanism, and in building a healthy ecological environment. Ecological civilization reflects the improvement of the relationship between human activities and nature and has become the inevitable trend of the evolution of human civilization. Nowadays the development of ecological civilization is an important index measuring the overall development level of a country. Ecological civilization is green-oriented and the essence is to realize the harmony and co-existence of human beings and nature. Basing on the respect and protection to nature, ecological civilization aims at realizing co-existence between human and nature, and focus on building sustainable production and consumption models, leading human beings to the sustainable, harmonious development.New urbanization is a process of dynamic evolution of human beings, economy, society, environment and urban-rural integration. It is people-oriented and has characteristics such as overall plan of urban-rural development, urban-rural integration, urban-rural interaction, economical and intensive utilization, ecological and livable city, and harmonious development. Such a pattern of urbanization also has features of coordinated development and mutual benefit among all-sized cities, small towns and new pattern rural communities. 2012 China New Urbanization Report indicated that China’s new urbanization rate broke 50% and the urban population exceeded rural population for the first time. According to the data released at beginning of 2014, China’s urbanization rate for 2013 is 53.7% and the urbanization entered a critical phase. The Central Economic Working Conference held in December 2012 proposed that the concept and principals of ecological civilization should be incorporated into urbanization process, and that the intensive, intelligent, green and low-carbon new urbanization is the direction. Ecological civilization has a crucial impact on human subsistence and development, and is an important factor that cannot be ignored in new urbanization process. As the traditional urbanization has many harmful ecological and environmental effects and the new urbanization depends greatly on the guidance of ecological civilization, an in-depth exploration of the relationship between ecological civilization and new urbanization is quite necessary. Basing on the deep analysis of ecological civilization and new urbanization, this thesis discusses the features of ecological civilization and new urbanization and their functions in human progress. Then it demonstrates the significant role that ecological civilization plays in the new urbanization process. Finally, it explores the practical ways to realize the new urbanization basing on the case in Sichuan province.Chapter one is introduction. By describing the difficulties brought about in the traditional urbanization process, the author analyzes the urgency and necessity of new urbanization under ecological civilization. By relating the ecological civilization to new urbanization, the author explores how to realize new urbanization with the guidance of ecological civilization and provides the generally adaptable rules and strategies for the future.Chapter two illustrates traditional urbanization and new urbanization. Traditional urbanization follows industrial civilization which is material-oriented, leading to intense conflicts between human beings and nature and global ecological crisis. New urbanization reflects the traditional pattern and advocates a pattern which is people-oriented and overall coordinated and in which the relationship between humans and nature is harmonious and co-extent. There are essential difference between new urbanization and traditional urbanization. By comparing these two patterns, we can conclude that new urbanization is the way to get rid of the dilemmas in the urbanization process and develop our economy.Chapter three presents ecological civilization and its core ideas. Ecological civilization has a rich connotation. Generally it’s a new social formation. Narrowly it’s a new type of civilization. They both affirm that Ecological civilization is positively effective. Ecological civilization has three typical features that distinct it from industrial civilization. They are naturalness and self-discipline, integrality and diversity, recycle and green attributes. The core ideas of ecological civilization are equality, harmony and sustainability. These ideas play significant roles in the economic and social development and are critical to co-development of human society and nature.Chapter four demonstrates the relationship between ecological civilization and new urbanization through three aspects. Firstly, Ecological civilization is an intrinsic requirement of new urbanization, meaning that new urbanization must coordinate with nature. Since ecological civilization corrects the relationship between human and nature, standards of ecological civilization must be met to realize new urbanization. Secondly, scientific concepts and theories are needed for development. The three core ideas of ecological civilization, as the guidance of new urbanization, can affirm harmony, fairness and sustainability. Finally, new urbanization is an inevitable requirement and an important step in constructing ecological civilization. Ecological civilization will be promoted by the realization of new urbanization.Chapter five discusses how ecological civilization is incorporated into new urbanization. Some practical ways are discussed in this chapter. After analyzing the ideology, economy, institutions and development direction, the general ways to realize ecological- new urbanization are proposed. Firstly, economic and social development should base on the coordinated development of ecological civilization and new urbanization. Secondly, to realize the social and economic transformation, we should develop ecological economy, speed the upgrades of industry and restructure the economy. Thirdly, an assessment system for new urbanization is needed and ecological civilization effect should be an important index in this system. Finally, ecological and environmental regulation should be strengthened to provide strong legal protection.Chapter six analyzes the urbanization of Sichuan province. Basing on the present status of urbanization in Sichuan and its geography, economy, resources and environment, the author analyzes the strengths and drawbacks and puts forward that constructing ecological civilization is the way to promote new urbanization in Sichuan.
