In spite of the society and anthropic civilization proceeding consistently,accidents, public sanitation and safety happen more frequently, which influencemore and more severely. When the new century comes, consequent naturaldisaster and public accidents remind scientists in home and aboard of theimportance of emergency issues, more emergency management, measure,logistics, and strategies comes into government, enterprises, and scientificresearch institution. However, no scheme is dedicated to the comparison of theexisting ones in a higher level.This thesis mainly discusses the comparison and selection on emergencymaterial dispatching schemes based on emergency management theory. Firstly,effective emergency material dispatching scheme could decrease the loss inaccidents, which is an important part in emergency management, emergencymaterial dispatching covers the whole dynamic process in emergencymanagement. The selection of schemes, restoration and dispatching of emergencymaterial all make difference in emergency rescue. Secondly, routine work inemergency management is what really decides the result of material dispatchingwhen sudden event happens. Any completed detail in accident prevention andemergency management influence on the effect of emergency rescue. As far asweight of several factors concerned, constant weight is too static to adjust inreflecting the relative importance among multi-objectives. Variable weight couldencourage or punish the weight on the basis of decision maker’s preference.Finally, the application of the selection of emergency material dispatching makesdecisions more comprehensive considering more factors.After studying on emergency material dispatching theory, the influencingfactors come down to time, route reliability, cost, the number of selected depots, which are decomposed into more sub-factors. Unlike discussed factor separatelyin other references, AHP, membership function, variable weight, and multi-objective decision method are used to establish a model in this thesis to evaluatethe goodness of different emergency material dispatching scheme, which is testedby a simulation example.
