Water as a human production and life necessary resources, it is the mainstay ofsocial sustainable development. In recent years, the fast development of city andindustriation has brought a great deal of pressure to the global resources andenvironment.In Beijing Economical and Technological Development Area (BDA), the sewagetreatment plant upgrading project is to tie with the municipal governmentrequirements. The project to promote building “the state water comprehensiveapplication demonstrative region” and realizing of the total amount of emissionreduction goals. To BDA’s water environment and social has played an important role.The sewage treatment plant upgrading project investment is large, if not be strictcost management, the project will difficult to complete. Through the application ofproject management theory and methods, to find out the effect of the cost control ofthe key factors, and propose a solution based on the summary of methods andexperience to achieve effective control of the project cost.At the first, the project cost control theories are introduced and elaborated theproject cost control theory of meaning. This paper conducts the research on theproject decision stage and design stage, using the value engineering methodcomparison and research the sewage treatment and the key equipment, finding out thebest combination of the sewage treatment(SBR+MBBR+CMF) and the keyequipment,so that the project cost successfully controlled. Then, using the earnedvalue method to study the project,finding out the influence factor of the project and toadjust it,so the project schedule can be controlled. The sewage treatment plantproject by using the method of project cost control, has achieved good results.
