The Role Of NGO In Coal Mine Safety Research

The safe coal production is always the focus of the whole society.Along with thefurther performance of reform and opening policy and transformation of governmentfunctions,those NGOs will make up for the negligence of government regulation withtheir professional advantages,to assist the government carry out the safety evaluation、certification、testing、consultation services and educational training or other work.Thispaper mainly adopts the document analysis method、comparative studying andnormative analysis method to research the uses that the non-government organizationsmake in safe coal production.The NGO are found to have some existing problemssuch as lack of internal normative managements and inefficient supervisions to safecoal production. There are two reasons for the above problems:firstly,from theperspective of NGO,they have the problems of shortages of necessary capital andtalents and low internationalization;for another,from the perspective of externalenvironment,it’s mainly due to the imperfect legislations on the NGO by thegovernment、the function dislocation of our government and the NGO,as well as thelow social recognition.To cure the above problems,this paper,presents thecorresponding countermeasures:to establish and perfect the law and regulationsystem、complete the undertaking system of government function transfer、enhancethe social recognition、strengthen the cooperation with other and to perfect NGOgovernance system and expand their international influence.processing.
