Study On Risk Prevention And Control Of Coal Mine Safety Production In Gan Su Province

Gansu Province is a large coal producing province.In 2018,Gansu produced36.0193 million tons of coal,ranking 13 th in China.There are about 100000 employees in the coal industry,and the coal mining in Gansu Province has made great contribution to the economic and social development of Gansu Province.Coal mine production is a high-risk industry.From 2000 to 2018,there were 517 safety production accidents and 925 deaths in Gansu coal mines.After the establishment of the national vertical management coal mine safety supervision system,the national and Gansu coal mine safety production situation has gradually improved.The highest death rate of coal mine production in Gansu Province has been reduced from 104 in 2004 to 5 in 2018.In the past 10 years,the death toll caused by coal mine safety accidents in Gansu Province has been hovering around 10 people,and the safety production situation tends to be stable,but it has not been further improved.With the development of coal mining activities to the deep,mine disasters are gradually aggravating,and all kinds of coal mine disasters are superimposed and coupled,the situation of risk prevention and control of coal mine safety in Gansu Province is still severe.Based on the occurrence and disaster degree of coal resources,mine management efficiency and personnel quality in Gansu Province,this paper classifies the coal mines in Gansu Province into three categories.By applying the fuzzy mathematics theory and analytic hierarchy process,combining with the characteristics of coal mine safety production in Gansu Province,and through the author's long-term on-the-spot investigation and professional investigation,this paper analyzes the four factors of coal mine safety management,disaster management,human factors,system and equipment In the aspect of safety production risk evaluation index system of Gansu coal mine is designed.Invite senior coal mine safety supervision and supervisionexperts,coal mine enterprise safety experts,etc.as the main body of evaluation,use field research,interview,questionnaire survey and other evaluation data to evaluate the three types of coal mine safety production risks in Gansu.The evaluation results show that the safety production risk of the central coal mine in Gansu is relatively small,followed by the provincial coal mine,and the safety production risk of the local and private coal mine is relatively large.Finally,based on the advanced experience of Japan and Australia and the law of China's coal mine development in recent years,it is pointed out that enterprises should continue to strengthen disaster management,strengthen the introduction of advanced equipment and talents,strengthen on-site operation management,continue to guide industrial upgrading and eliminate backward production capacity,strengthen local coal mine safety supervision and enhance the level of specialization,and build C Class C coal mine credit system;guide class C coal mine to increase safety investment;encourage class C coal mine to employ state-owned coal mine retirees as technical consultants and other countermeasures.
