Improve The Quality Of Living Environment Of Residents Based On Public Policy Tools Selection

Since the1950s in the last century, the quality of life has began to be concerned by social policy makers, which is an inevitable choice due to the certain extent of the economical and social development. In China, the quality of life was first raised in the14th Party Congress report. The significant improvement in the quality of life was regarded as one important goal of building a moderately prosperous society in the17th Party Congress report, and the quality of life had been combined with policy objectives in a large amount.The quality of living environment is one essential part of the quality of life. In the18th Party Congress report, the scientific concept of development, a guiding ideology, which we should uphold for a long time and proposed to strive to build "Beautiful China". In this case, efforts to promote green development, cycle development and low-carbon development and the quality of life draw more attention. What’s more, how to use policy tools to improve the quality of living environment has become the focus of global academics and social policy makers. So far, all countries and relevant international organizations have done a series of valuable explorations and researches. Since the Third Plenum, China’s economic development has made remarkable achievements, but the extensive mode of economic growth has a huge burden on the natural environment, which leads to China’s increasingly severe environmental conditions. Environment is the foundation for human survival and development, and the quality of the living environment also attached national attention increasingly. During the past Eleventh Five-Year period, with the national introduction of a series of environmental public policy and policy tools applications, our residents’living environment quality has been significantly improved, as well as the regional differences between provinces policy instruments and policy implementation options.This article will use the policy-related science, management science, literature analysis, comparative studied and case study to have a deep research of China’s environmental protection. The article tried to systematically classify different policy tools and analysis how should the policy tools complete its role. On the basis of the architecture during the Eleventh Five, the article will analysis different provinces and different tools and draw a conclusion of the problems in recent years, finally the article raise available suggestions to improve the quality of living environment.
