As for systems, rules and regulations which should be contained in the system were perfected and defined, the former old mode of " implementation being replaced by words " was changed and the implementation after the system formulation was highlighted and urged; as for the process, the distribution network management interface was arranged again, the scope of responsibilities of a power substation was adjusted again, the scope of dispatch jurisdiction was greatly increased, and the phenomena of " doing personal work " were thoroughly eliminated; as for site regulation, the "Standardized Production Management Information System (SPMIS)" was introduced, and all kinds of law violations and safety accidents were avoided by standardization of site operation processes with informational manners. The above three aspects were combined to form a set of brand-new safety management system adapted to requirements for the system of "three intensifications and five large-scale movements". In the paper, conditions of the system in F electric power supply company pilot were stated, wherein the safety management level of F electric power supply company was greatly increased, all kinds of law violations were obviously decreased and working efficiency was obviously increased as per the mastered conditions.
