With the rapid development of economy and industrialization, the electricity demand continue to growth quickly in our country. However, on the one hand, it promoted the evolution of socio-economic, on the other hand it also leads us to be faced with the environmental crisis. The thermal power plant discharge various air pollutants(e.g. SO2, NOx) and Greenhouse gas (GHGs), which caused unpredictable influence on atmospheric environment. Therefore, in order to quantitatively analyze the co-benefits effects on CO2emissions control during pollution reduction process, an accounting method has been applied into a typical thermal power plant in TianJin. Four GHGs reduction scenarios were estimated by combining with the reality of this thermal power plant. Then, the emissions of CO2and air pollutants were calculated. The results indicated that1tonnes reduction of SO2and NOx could be achieved2.28e4tonnes and2.58tonnes CO2, respectively by wet limestone-gypsum method and Low nitrogen combustion and Selective Catalytic Reduction (SCR) method. When the CO2reduction rates are10%,20%,30%and40%, the CO2that the plants discharge would be6007.74,5533.84,5059.94,4586.03tonnes, respectively,In this study, a robust approch coupled with the coefficient of co-benefits effects and accounting methods is developed for solving an load allocation optimization model. The results indicates that the model could effctively reflect the complicate relationship between pollutant reduction and CO2control, and provide thermal power plant managers with scientific and effctive basis for decision making.
