The electric power conservation is one of the important directions of domestic research at present days. A number of research institutes and equipment manufacturers have been developing energy data acquisition terminals and energy efficiency evaluation system. Great progress has been made in recent years on energy efficiency evaluation methods of large power users, because of the energy conservation campaign taken place in high energy consuming industries. But due to the late start, our experience is not much. Based on the author’s working experience in the deployment and the implementation of energy-saving projects in the energy company, the focus of this paper was set on the energy efficiency evaluation method of the cement enterprises. The power efficiency evaluation index system for cement enterprises was developed and a comprehensive evaluation model was built by applying the rough set theory and analytic hierarchy process. Taking into account the characteristics of cement enterprises, a comprehensive assessment model was developed to evaluate the electricity saving effect for energy conservation projects. With the reference to "The Standards for Enterprise’s Energy savings Calculation", four kinds of indices of energy savings were calculated:unit product electricity savings, the electricity savings per output value, the technological electricity savings and energy saving rates. Since there are many different evaluation methods with different results, the advantages and disadvantages of assessment methods were discussed.Taking the Taizishan Cement Plant as a case, we investigated the production capacity, energy consumption status, production process of Taizishan Cement Plant. Through field investigation the main energy consuming equipment and energy consumption and energy supply situation, the production equipment technical parameters in the production system of classification. According to the operation statistics of equipment production capacity and consumption of energy, the energy consumption and energy consumption characteristics of production equipment, using the energy efficiency evaluation model of the comprehensive evaluation of energy efficiency, and further according to the quota for energy consumption per unit of product, the energy situation and energy consumption indicators, through the analysis of energy consumption index key, the advanced indicators of the gap analysis of energy saving, and points out the potential and energy saving aspects of its existence, put forward the main energy-saving measuresBy applying our model to evaluate the frequency conversion, the waste heat power generation and water source heat pump three energy-saving renovation project, we got the total electricity savings and the amount of emission reduction from this project and compared the electricity consumption per ton of clinker before and after the project. Result shows that the electricity consumption per ton of clinker is reduced from115kWh/t-cl to62.4kWh/t-cl and total electricity savings reach nearly50%. This project achieves significant social benefits. The comprehensive energy efficiency evaluation model we proposed in this paper is helpful and valuable for the cement enterprises to explore the potential of energy saving, to implement energy-saving projects and to carry out energy-saving evaluation.
