During the12 th Five-Year plan,the National Development and Reform Commission issued the "energy-saving fixed assets investment project assessment and review procedures","fixed assets investment project energy assessment guide" and other documents,the assessment work were carried out actively in every industry based on their own characteristics.With the further development of energy assessment and analysis summary in practice,"measures of energy-saving review of fixed asset investment projects" was issued by the National Development and Reform Commission in 2017,which standards the evaluation system from the macro perspective.As a key energy-consuming field,the oil industry has achieved remarkable results in the past 7 years.Whereas,there is still no unified,standardized documents or standards for the oil and gas enterprises to carry out the corresponding energy conservation assessment.Especially since the implementation of the “energy conservation method”,which pay more attention to the macro control instead of actual-links analysis.Therefore,we need to carry out the analysis and research of specific methods,processes and contents of the energy conservation assessment according to the oilfield enterprises characteristics,to ensure that the energy conservation assessment can be carried out reasonably and efficiently,and the actual effects will be achieved.Based on the relevant documents and documents,such as "Interim Measures","work guides" and "energy conservation review methods",the energy conservation assessment methods for oilfield construction projects are analyzed and studied,including the specific process,contents and methods.First of all,according to the actual characteristics of the oil field construction project,the steps and main contents of the evaluation are determined.Secondly,based on the understanding of the project actual situations,the energy assessment for construction scheme is carried out,and the related research is mainly focused on the aspects of the mechanical oil production system,the gathering and transportation system and the water injection system.According to the theory and method of energy conservation evaluation,determining the scientific and rationality of the design and equipment selection for the process,technical plan,main energy process,energy-consuming equipments and so on.Thirdly,the rationality of energy-saving measures adopted in the feasibility study phase of the project is analyzed,and the corresponding energy saving measures and suggestions are put forward.After that,the project energy use is calculated,and theaccounting principles,calculation methods of energy consumption and energy efficiency indicators are studied,and the evaluation method of energy efficiency level is studied.Finally,the assessment theory and method is applied to the "white 25 well area on the Permian Wuerhe reservoir of surface engineering",the feasibility and rationality of the researched methods for oilfield construction project in this paper will be verified through the application results.Through the research,the evaluation method for oilfield energy-saving fixed assets investment projects is determined,which can provide theoretical guidance for the oilfield enterprises energy-saving assessment,and lay the foundation for the oil industry to establish an unified and standardized energy assessment guidance documents.
