In response to the global climate warming, the research on carbon dioxide emissionrights allocation based on bidirectional path of increasing China’s terrestrial carbonsink and low-carbon technologies emission reduction is an urgent needs to adapt toclimate change and reduce the pressure of China’s reduction work. The thesis analyzesthe balance between the accumulative carbon emission and accumulative ecosystemcarbon sink in difference regions based on the situation of forest and farmland carbonsink and energy consumption carbon emission, designs the Net carbon emissionresponsibility-Reduction capability index based on historical cumulative net carbonemissions, per capita GDP, the Gini coefficient, and population, constructs carbonemission rights allocation model upon two parameters named Net carbon emissionresponsibility and Reduction capability to determine the carbon reduction ratio ofvarious regions, and designs the bidirectional pathway and relative management tomaximize the overall environmental benefits. The main conclusions and innovationare as follows:(1) Through using the forest, farmland carbon sink measuring model and energycarbon emission measuring model, the thesis estimates provincial net cumulativecarbon emissions in1990-2010with constraints of local carbon sink contributions, theresults showed that Inner Mongolia, Heilongjiang provinces have minus value, theother areas are positive value, that means the regional carbon sink contribution lessthan the carbon source contribution. Meanwhile, the area where have higher netcarbon emission are less developed areas,it shows that these area have imbalances oncarbon source and carbon sink and eventually led to greenhouse gas increasing andclimate change.(2) Through using the Net carbon emission responsibility-Reduction capability index,the thesis estimates the reduction proportion of various regions under scenario ofabsence of decision preference, net carbon emissions responsibility preference,reduction capacity preference, the results showed that under absence of decisionpreference scenario, Hebei, Shandong, Jiangsu have highest mitigation obligation, theproportion are10%,9%,8%. Ningxia and Qinghai have lest mitigation obligation,theproportion are0%. Under net carbon emissions responsibility preference, Shandongand Hebei have most mitigation obligation, the proportion are10%, Hainan, Ningxia, Qinghai have lest mitigation obligation, the proportion are0%. Under reductioncapacity preference, the gap is larger than other situations’, the obligation mainlybelongs to Hebei, Jiangsu, Shandong, Henan.
