The technique advancement and production development of thepetrochemical industry brings not only the important contribution to therequirement of peoples’ every need but also the new dangerous. The categorypossibility scale and severity of the petrochemical accident are greatly increased.The drilling platform of the British petroleum corporation blast accidenthappened in the Mexico gulf of America caused serious pollution of the2000square miles of sea area. In a long10years the Mexico gulf became a dead seawhich brings many casualties and several hundred billion dollars damage. Theaccident brings both the tremendous heart damage to the wound and whosefamily and brings serious negative effect to the corporation. The petrochemicalharm has arrived at the first place in all kind of the industrials in the world so thepetrochemical subject management takes heavy burdens.The Safety Management question was studied about the0.6MT/AReforming and0.8MT/A Mid-pressure Hydrotreating Union Unit of ThePetrochina Harbin Petochemical Company. All of the dangerous and bad factor fataldangerous origin and main dangerous areas were identified at the basis of thespecialized and detailed analysis of the bad factors The hazard was assessed bythe method of Safe Checking Tables (SCT) Dangerous Coefficient Evaluation(DCE)DOW Fire-Blaster-Dangerous-Evaluation (FBDE) PHAST the Result of AccidentPrecaution and so on. According to the result measures such as taking safemeasures strengthening management adopting advance techniques andtechniques improving the safety and stability of the device were taken to cut offthe risk of the project which make the safety of the workman and control the riskat the received range. So the project can arrive at the best safety degree in theasked range of capability time and cost.
