I believe that the reason why China’s ruralenvironment deteriorating trend, one important reason for both the urban and rural economicand social structures, but also with environmental management system for urban and rural,relatively backward in the city, the existing rural environmental management system is notable to adapt to the characteristics of the rural environment, resulting in environmentalmanagement inefficiencies, ineffective management, the impact of environmental justice.In this paper, the author mainly in parts of Jiangsu Province, for example, in JiangsuProvince, has made sure of urban and rural environmental achievements, based on acombination of theory and practice from the perspective of the overall environmentalmanagement system for rural and rural environmental problems are not compatibility, unfairness in-depth analysis and discussion. First, the author of a new pattern of urban andrural environmental management of the basic theory of the in-depth analysis, followed byinduction and deduction, empirical and normative as well as a combination of qualitative andquantitative methods, for our urban and rural environmental management made majorachievements, problems and the causes of these problems were explained. Finally, by theabove definitions, achievements, problems, analysis of the causes generalization, the authortries to put forward suitable for China’s urban and rural environmental management of thenew pattern, including improved urban and rural ecological environment managementmechanism, ie to implement urban and rural both environmental policy objectives, theestablishment of urban and rural environmental management target responsibility system, theestablishment of ecological compensation mechanism and evaluation system, improve theurban and rural ecological construction and environmental protection funding guaranteemechanism, improve the degree of urban environmental information disclosure, and severalother aspects; and urban and rural ecological environment construction management tools,which includes technical means, education and legal means, economic means andadministrative means. Only this, can build urban and rural environmental management of thenew pattern, and ultimately achieve equitable urban and rural environment and achievesustainable development of urban and rural areas.
