In China, economic and social development have made remarkable achievements, but based on traditional development mode of high consumption and pollution, various regions of China have suffered serious environmental pollution, environment protection is facing increasing pressure. All along, the focus on environment protection of government is in town, rural is not enough emphasized, the local situation of which is to be worsen.Hunan Province as one of the typical industrial and agricultural province, has also serious environment pollution problems, particularly air pollution in urban, water pollution in rural areas. Firstly, this article gives a brief overview on the development of socio-economic and its arising out of environmental issues. Then, use the coupling coordination model to evaluate the coordinated development of urban and rural environment with socio-economic. The results show that,2000-2013 the coupling coordination degree of urban environment with socio-economic appears to steady uptrend, which evolves from disorder of moderate recession to barely coordination state, while the coupling coordination degree of rural system changes little, and has remained in a mild disorder state. The development of socio-economic has caused some influence to urban and rural environment. Secondly, use the scissors method to analyze the pace of development of urban and rural differences in environmental quality, the results further show that overall urban environmental quality has steadily improved, while rural declined continuously. In addition, the scissors pace of development of urban and rural environment quality presents firstly decrease, then increase, the duality of urban and rural environmental quality also shows the uncoordinated development of urban and rural environment. Thirdly, the SD method is applied to predict urban and rural environmental for the next ten years, results show that the development trend of urban and rural environment will show a benign evolution, the growth trend of urban pollution index tends to smooth fluctuations in the fall, while rural tends to slow down the growth rate of the index. Attention and control should continue to focus on the residents’living pollution and solid waste pollution in urban areas, livestock breeding and farming pollution in rural areas. Finally, based on the results of this study, recommendations are offered accordingly.
