The Study Of Innovated Paths Of Community Volunteer Organization Participates In Environment Management In Rural-urban District

With the rapid development of urbanization,the circle of urban-rural district becomes larger step by step.Besides,interests of these people living in the district are more plural.Parts of them are expected to be adjusted to new lifestyle and others are expected to end interest of environment divided with neighbors.To satisfy their needs requires concentration on the environment management.At the same time,one of these goals of the 19^thCPC National Congress is to satisfy people's hope to seek for well-being lifestyle,and improve environment is the most important part of this goal.Although the environment management in urban-rural district get the concentration of government and the circumstances improved gradually,its loose management and lacking of supervision has made environment management log long behind city and rural area.Community is the basic part of a urban-rural district,so it is important to improve the environment condition based on community.Community volunteer organization has its own advantage in community management,and community volunteer organization plays a role as a bridge between citizens and environment department in the government.If functions of community volunteer organizations were taken effect in the process of environment management,it is profitable for community environment volunteer organization to take part in environment management in urban-rural district.On the one hand,community environment organization helps government to make up for its shortcomings in environment management;on the other hand,community environment volunteer organization facilitates the creation of corporate governance.This article chooses community volunteer organizations take part in environment management in A district as the main research object,and takes the environment governance of this area as archetype to study the impact caused by the community volunteer organization by way of qualitative study.At first,it analyses the effects of community volunteer organization in the environment management based on the the theory of civil society,the theory of cooperative governance and the theory of collaborative.It analyses functions of boost positive interaction between citizens and government and enterprises by the entry point of relations between subjects of the environment management.During this time,the author uses interview method and participant observation method to analyze cases of community volunteer organizations take part in environment governance in rural-urban district to find inefficient problems in the participant.As for problems like lacking of interaction between community volunteer organization and citizen,unsuitable relation between government and volunteer organization and no interaction between volunteer organization and enterprises are considered and analyzed carefully by the author.To deeply seek for the reasons for these problems,the author studies deeply,and these reasons main contains shortcoming of community volunteer's management,lack of responsibility of volunteers,monopoly in the activity of volunteer organization in environment management,lack of supervision and protection from government and so on.In order to improve efficiency of community environment volunteer organization takes part in environment governance in rural-urban district,the author uses document analysis method to study related articles to find the solution.Under current situation,in which government influences too much,self-governing capacity of volunteer organization is soft,volunteer's responsibility is lacking and participant of residents is not affluent.The government should establish supervision and encourage mechanism,strengthen education on residents,enhance propaganda on enterprises so that volunteer organization plays right role as bridge for residents to take part in community governance.Finally,to establish a mechanism for community environment volunteer organization to take part in environment governance in rural-urban district.To let residents in these areas are access to be accustomed to new living standards and new environment and hence to improve efficiency of production.To study community volunteer organizations take part environment management in urban-rural area in A district,to find problems in this process and correct these problems help improve environment in the area and be an example to the environment management in other city area and rural area of district A.
