For the purpose of improving waste transportation condition, protecting water quality of the rivers for water transportation use, promoting the city’s image and achieving the goal of green transportation, Shanghai municipal government has built up the country’s first Municipal Waste Containerized Waterway Transfer System (CWTS). This system is a newborn thing to the sanitation industry, and that presents unprecedented challenges of operation and management.In this situation, the company hopes to introducing the6S ONSITE MANAGEMENT SYSTEM by this6S Project of CWTS. And by applying the theory, method and technique of project quality management(PQM) to the implementation of this6S Project, the company hopes to complete the intended objective of project quality, improve the management level, guarantee the safe operation and to protect the urban environment. And that is the main content of this paper. The structure of this paper is as follows.Sectionl Introduces the onsite management theory, including the theoretical basis, the theoretical development and the theoretical application. Then explains the features, methods,factors and pratical applications of the onsite management.Section2explains the existing problems in the onsite management of CWTS, such as the nonstandard operation, the nonuniform clothing, lack of regular transportation route and the unregulated management of warning sign and expendables, etc. These problems are analyzed by FISH BONE DIAGRAM in this section so as to find the reasons to that, such as short of operation experience, unfulfilled manpower training and lack of systemic idea of management among the senior staff.Based on section2, Section3discusses the practical operation of6S project and the application of PQM, especially focusing on the Quality Planning, Quality Assurance(QA), Quality Control(QC). After these statements, the improvement implementation measures are provided, including6S PQM Organization, PQM targets, PQM planning, PQM system standard, Routine Evaluations and Assessments for QA, improvement measures during the project, and interpretation of results by comparing the third-party satisfaction mesurement and government supervisory data.Finally, The section4summerizes the existing problems in the PQM process and provides the proposal of routine management of6S project.
