Huainan is a traditional heavy manufacturing city, whose coal industry is the main economy pillar. In the coal industry, there are many small coal mine enterprises, and a huge number of the small coal mine lag behind in technology and security awareness, which increases coal mine security management difficulty. In recent years, small coal mine accidents happened frequently. Huainan strengthened the safety management efforts; however, many measurements only depend on paper document or electronic documents. As the security management information system in Huainan is far behind, small coal enterprise security management is restricted.In view of current deficiencies in the security management and current needs, studies were found on small coal mine in Huainan city, and investigated the situation of small coal mine safety information management, and then we design and develop the small coal mine safety management information system in Huainan. The system strengthens the management of small coal mine safety information in Huainan and improves emergency response speed and technical support. First, the paper sets system research objectives, analysis the performance, data and functional requirements permission. Then, according to the system requirements analysis, the system uses a client/server architecture, object-oriented development ideas, modular design, making the system features modular design and database design. Finally, the database development used SQL Server2012as a tool. The application system of PC was developed by VB.NET2010, it can be used to inquiry small coal enterprise information, manage the security risks、approval the accident predetermined plan, analysis the dangerous source、provide the supporting decisions on emergency rescue and other basic functions based on the B/S pattern. The system realizes maintenance, query and export functions for enterprise information, safety hazards, accidents, emergency rescue plan, and system management in C/S application. To achieve high safety performance guarantees, login authentication permissions are set in this system. The purposes are exploring the ways help government agencies and enterprises to improve the small coal mine safety management by using this technology and provide a reference for the future practical use.At the end of the paper summarizes and analyzes the problems of the system design process and the deficiencies of the system. What is more, the outlook for the application of ways and extend the application of safety management technology in the small coal mine monitoring system were discussed.
