Controlling greenhouse gas emissions and promoting low carbon transformation,which is an important task of a positive response to global climate change, and animportant grasp on promoting the construction of ecological civilization, but also a majorstrategy for economic and social development. In the previous APEC in Beijing, presidentXi Jinping declared China’s low carbon action target in2020: Implement the2020CO2emission intensity by40%-45%targets in the13th Five-Year-Plan period and implementthe target CO2emissions the peak value before2030. At the same time, the18th PartyCongress stressed that establishing environmental goal assessment system reflected theecological civilization, and use institutional innovation to promote the construction ofecological civilization. Thus, establishing the appropriate assessment methods for thecarbon emission control targets is not only the important guarantee for regional carbonemission control targets in the12th Five-Year-Plan, but also provide experience andreference for the13th Five-Year-Plan to formulate a more aggressive emission reductiontargets.The survey found that the current assessment methods for domestic goal of reducingcarbon dioxide (CO2) emissions per unit of GDP are difficult to operate, and have a lackof scientific and ignore the regional disparity, at the same time in the actual assessment,most municipal and provincial governments follow the government assessment methodswhich making assessment process is too dogmatic. This article needle above problems,from both domestic and foreign on the basis of carbon emissions assessment indicatorssettings and the construction idea of related environmental index system, in terms ofdomestic policies and regulations related to carbon emission control, make clearassessment purpose and assessment procedure and take scientific, systematic, feasibility,importance and policy relevance as the principle, then establish the target responsibilityevaluation system of urban carbon emissions reduction from emissions reduction targets,control management measures and support safeguard measures, and expound theindicators meaning, assessment criteria, grading for examination results, and finally takethe Jilin (one of the old northeastern industrial base of China), Guangyuan (in China’swestern region), Hangzhou (H: the southern coastal city) as case to verify the feasibilityand reliability of the carbon emissions reduction assessment system.The results of the three cities’ carbon emissions reduction assessment found: Jilin, Guangyuan, Hangzhou examination results were94.34(excellent),86.37(good),93.53(excellent); Jilin scored the highest, indicating that the evaluation system with carbonreduction targets incentives had certain scientific. Control management indicators weregenerally higher scoring rate and insignificant, indicating that the level indicators wereable to carry out the implementation of scientific and comprehensive assessment of thecarbon emissions; Meanwhile, Support and guarantee index had lower scoring rate and thedifference was greater, indicating that the level of carbon emission reduction measureswere weak links and cities can fully reflect the differences in carbon emission reductionThe results provide an important basis for binding targets and system security for CO2emission reduction to realize the control for carbon emissions in the12th Five-Year Plan.
