Study On Justice Problems In The Process Of Rural Minimum Living Security System In Our Country

Impartial justice is socialistic essential characteristic and obliges, and is tuneful still of social harmony. Construction of harmonious society is proposed by state and government in the context of social transition, many social inconsistencies appearing in the period, is trying to build a democratic rule by law, impartial justice, sincere message friendly affection, to be full of vigor, to stabilize the society who has order, human being and the nature to be harmonious to get along with. To be the core of harmonious society, social impartial justice requires a kind of system build by state to ensure equity. Social security is impartial by the fact that again assignment adjusting nation incomes embodies society fundamental system. In our country, minimum life guarantee policy is a last line of defense of social security, whose social importance of promoting social injustice being especially important. However, for a long time, our government takes a partial development strategy between urban areas and rural areas, which leads to their unbalanced development of rural and urban minimum life guarantee policy, and the sluggish development of rural minimum life guarantee policy blocks construction of our socialist harmonious society. So, it is urgent to further develop rural minimum life guarantee policy and ensure basic living of the poor in rural areas.In 2007, our government started to implement rural minimum life guarantee policy in the nation, and there are still some problems in construction and implement of policy to influence social justice realization. Based on Marxist justice theory and Rawls's theory, and many other relative researches, the article studies the impartial problems in the process of rural minimum life guarantee policy, which takes the guaranteed people and non-guaranteed people as investigating objects by empirical sociological research methods.Firstly, the article summarizes a series of research results about rural minimum living security policy in domestic and abroad. With the purpose of social justice and taking impartial problems in implementing process as studying beginning, the article pays more attention to rural minimum life guarantee policy with the perspective of social justice.And then, the article further analyzes its influencing factors from three aspects: economy, politics and culture.Lastly, it proposes to establish and develop rural minimum life guarantee policy from financing, legal construction, institution structure, policy publicizing and trust mechanism to promote rural minimum life guarantee policy in effect and justice.
