City is the space carrier of human activity as well as the progressive fruit of civilization. Urbanization, as a higher stage of urban development, is a trinity process of social change, including the transfer of the rural population to urban, the evolution from primary industry to secondary and tertiary industry, and the spread of urban civilization to the countryside. Land which is the carrier of urban is limited conditional resources. Because of the quantity finiteness and economic supply scarcity, land utilization is monopoly to certain degree, and it is difficult to realize optimized land resource allocation only by market. Without the macro-control and micromanagement of government, the supply and demand of urban land market is possibly to be unbalanced. With the rapid development of urbanization and the explosion of land demand, the contradiction between land supply and demand is aggravating gradually. In order to ensure the balance of urban supply and demand, government must apply macro-control to the structure and scale land resources utilization.In this paper, beginning with analysis of the correlation theory of land market and the background of developing process of urban agglomeration of Central Plains, it is made a comprehensive and systematic study on the macro adjustment of urban land market. The main contents were as follows: firstly, combining the fundamental state of urban agglomeration with the developing situation of lank market, it is analyzed the problems and pointed the direction of regulation of land market; secondly, using analytic hierarchy process to evaluate the degree of land market of the nine cities, and analyzing the defect of market allocation, it is discussed the objective and method of land market regulation of urban agglomeration of central plains; thirdly, on the base of investigating the mechanism, pattern and channel of land supply and demand, it is analyzed the defect of regulation of land supply and demand and put forward the strategy of optimizing regulation; fourthly, it is analyzed the influence factor and the current situation of land value, and put forward the suggestion of price management of land market of urban agglomeration of Central Plains on the base of analyzing the compatibility of lank market value; fifthly, it is investigated the situation of land acquisition, demonstrated the influence of land requisition on land resources allocation and discussed the proposal of the reform of land requisition; sixthly, it is analyzed the situation and problems of land banking of urban agglomeration of Central Plains and discussed the strategy of the reform of land banking.
