The eleventh five-year period is very important historical stage for our province economy and society to develop fast and promote. Speeding up the opening economy development is critical one of this period plan contents for our province. In recent years, Henan province has been developing an open economy in a great effort and has achieved remarkable results. For a long time the mainly export-oriented national economy was still low because of Henan province's small fanner's realization fetter, more conservative thought idea, lower industrial structure level and poorer developing market ability of enterprises. At present, by virtue of an early start and a solid foundation on favorable terms, there is opening up a new round of upsurge in the eastern region. And the western edge is following with the policy advantage of the western regions development. The situation is urgent and we must be forward. We must firmly grasp the historic opportunity that the world's industrial capital to developing countries, coastal industries to mainland to emancipate our minds, change our concepts, improve the environment, and perfect the policies. We will open up to create a new situation in our province by 3-5 years effort. Urban agglomeration in the Central Plains is a major carrier to carry out this mission. Urban agglomeration in the Central Plains, the central city of Zhengzhou, should be the platform for opening up, introducing capital and technology from the east and entering the western market. And it should be a open economy zone of Midwest strong competitive edge. It can be said that the Henan province opening economy relies on the opening economy development of urban agglomeration in the Central Plains.This article, based on the basic economic theory, analyzes objectively the current situation of the urban agglomeration in the Central Plains, especially for the dependence on export trade and foreign capital. This article adopts SWOT method to analyze the advantages, disadvantages, opportunities and threats of the urban agglomeration in the Central Plains. Article makes focus on the strategy of the urban agglomeration in the Central Plains and puts forward the related policy. This paper consists of five parts: First, the theoretical analysis of the open economy. Starting from the meaning of an open economy, the paper uses a basic metrics system to measure an open economy. Second, the current open economy situation analysis of the urban agglomeration in the Central Plains. This part focuses on the scale of foreign trade and utilization of foreign direct investment. Then it calculates the quantifiable indicators of the degree of dependence on export trade and foreign capital. It illustrates the main problem facing the development of an open economy through empirical analysis of the urban agglomeration in the Central Plains on this stage. Third, the environment analysis of the urban agglomeration in the Central Plains. This article adopts SWOT method to analyze the open economy advantages, disadvantages, opportunities and threats of the urban agglomeration in the Central Plains. Fourth, the strategy measures of the urban agglomeration in the Central Plains. Backed by the region unique advantages of the geography, resources, labor and supporting industries, and so on, the paper suggests that urban agglomeration in the Central Plains should adhere to the principle of "industrial priority and conurbations " principle and specialize division of labor based on comparative advantages reasonable. It is essential to expand exports and attract foreign investment in order to promote the overall urban agglomeration in the Central Plains opening degree to the outside world. Fifth, countermeasures and suggestions to speed up the open economy development of the region. The policy suggestions are proposed mainly from establishing a sound service system for foreign trade, optimizing investment environment and strengthening international economic cooperation.
