The wide implementation of agent-construction system has been enhancing the benefit and the management level of the non-profit-making government projects.In this mode, the government transferes the risks of project management to the agency. At the same time, the poor of the existing relevant laws and regulations increases the risk of agency. The light of risk consciousness and lagging of risk administration is among agencies. Agency will face different risks at all the stages in implementation,combined with the current agent status of the project risk management,this study stands the perspective of the angecies,study the risk management of the agency's project in order to find the risk factors in the various stages and measures of control. The purpose of this study include:(1) Sum up the present situation of the research on domestic agent risk, combining with agent projects development in Henan Province,and have posed the importance of this study and found the study content and methods.(2) Summarise the relevant theory of the agency risk management.The important part of this article is agency risk identification;firstly introduce the method of risk identification;secondly build the structure of the risk identification;thirdly divide the agency project into four stages and find risk factors in every stage.(3) The risk evaluation model based on AHP and ABC theory has been built,through this method we can find the critical risk factors and sum up the tactics to evade agent risk and put forward the comprehensive and sustainable measures to evade risk factors.(4) Inputing the project examples dates for model calculation, according to calculation results,the risk factors of the project various stages have been compared,and there are comprehensive and sustainable measures of control for the investment.
