Efficiency and fairness are the central concern of Western economists, and the relationship between them is also the focus of discussion at each period.How to correctly deal with the relationship between them during the transition period in china is very important. "The 12th five-year plan" points out that china is to strengthen social construction, to establish and perfect the basic public service system, and to guarantee and improve the livehood of the people. Public goods in rural areas are an important part of public service system, and its fair supply plays a very important role in the public service system. Chinese scholars have been analyzed the problem of rural public goods supply in china, but most of them start from the efficiency, ignoring the fairness of public goods supply in rural areas.This article discusses Samuelson's public goods theory. Samuelson's classical definition is the article's starting point. Through the analysis of Samuelson's Conditions, this article points out that the Samuelson's Conditions about the supply of public goods not only meet the general equilibrium conditions for Pareto efficiency, but also contains the value judgments of fairness. On this basis, this article discusses the meaning of fairness, analyzes four different theories of fairness, and points out that china should combine the four theories.Next part is the case analysis. This part makes the New-type Rural Cooperative Medical System in Hebei Province as an example and analyzes the problems of fairness in the New-type Rural Cooperative Medical System in Hebei Province.
