Samuelson's classical definition is the article's starting point. Through the analysis of Samuelson's Conditions, this article points out that the Samuelson's Conditions about the supply of public goods not only meet the general equilibrium conditions for Pareto efficiency, but also contains the value judgments of fairness. On this basis, this article discusses the meaning of fairness, analyzes four different theories of fairness, and points out that china should combine the four theories.Next part is the case analysis.
