Study On Coal-Electricity Industry Talent Demand In Eastern Heilongjiang Province

Energy sources are the basis for existence and development of human society. The energy sources'exploration and utilization support economic development. Along with economic development and population increasing,the demand for energy will continue to increase and energy problem will get more and more concern from international community. Because of energy resources endowment,Heilongjiang Province's energy problems directly refer to coal-electricity industry problem. It's essence is how to coordinated development the coal-electricity industry. The development of coal-electricity industry depends on talents,and it needs a period to cultivate talents.There is much demand for the types and qualities of talents for coal-electricity industry. It would be in short or in surplus if talent demand couldn't be anticipated scientific.So we must to resolve the problem of anticipating talent demand, on which we could make talent development plan and human resource management policy.On the basis of reading a lot of literatures domestic and abroad, this paper analyzes the existed research achievements of the study on human resources management, the human resources prediction theory, the study on industrial cluster and talent aggregation.On the basis of talent demand analysis,forecast the number of talent demand in coal-electricity industrial, find the problems in talents demand in the industry and put forward the countermeasures to solve the problem of the talents demand. First, to attract qualified personnel,it is essential to establish a talent aggregating mechanism. Second, developing industrial cluster can promote talent aggregation. In the end, it is must improve Heilongjiang's environment to secure talent demand.
