Human resource has become an important resource to promote regional economic development. Technological talent, as an excellent group of human resources, plays a pivotal role in the field of regional technological innovation and socio-economic development,and therefore has been the focus of various nations and regions. Based on the importance of technological talent in technological innovation and economic development, scholars has more research in this field in more diversified research perspective, among which the research on the effect of Technological Talents aggregation is a relatively new research perspective.Technological talent could form talent aggregation in certain regions on the foundation of talent flow and then under certain internal and external environment produces the effect of technological talent aggregation which plays a significant role in technological innovation and technological advancement. Science and technology input, as one of the important environmental elements in technological talent aggregation, and power and energy of the technological progress, is the key factor that influences the effect of technological talent aggregation. A technological resource is also scarce like other natural resources. Therefore, optimization of regional science and technology input, utilization of limited resources, and promotion of the recreation and advancement of technological talent aggregation effect, become an important research subject. To research the technological talent from the point of view of science and technology input has some significance in enriching the current theoretical research related, in giving a correct understanding of the status and trend of the technological talent, in implementing of technology and education strategy, and in promoting the construction of innovation-oriented country.This paper firstly summarizes and carding related theories such as the human capital, personnel flow, regional economy, aggregation economics and technological resource allocation. On this basis, correlation amylases are made between the technological talent aggregation effect and science and technology input. According to the correlation between them, an evaluation index system of science and technology input to technological aggregation effect is constructed. Then an evaluation of influence of Science and technology input to technological talent Aggregation effect in Shanxi province is given using a DEA method. Finally, this paper puts forward suggestions to enhance the effect of technological talent aggregation, to speed up the construction of Regional Innovation System steps and to promote regional economic development.The content of this paper contains seven chapters. The first chapter is an introduction. The second chapter is about the relevant theoretical basis and current research status in home and abroad. This chapter outlines the basic related theories and reviewed the current research status of human resource aggregation effect and science and technology input. Chapter Three is the Technological Talent Aggregation analysis. In this chapter, the analysis of the characteristics of Technological Talent aggregation is made on the base of an introduction of the related concepts of technological talent aggregation. Chapter four analyses the influence of the regional investment to the Technological Talents Aggregation Effect. The science and technology input is divided and the influence analysis of the various elements to the Technological Talents Aggregation effect. Chapter five constructs the evaluation index system of influence of science and technology input to technological aggregation effect. Chapter six, taking Shanxi Province as an example, give vertical and horizon evaluations of the influence of science and technology input to technological aggregation effect by using a DEA method and put forward relevant measures of improvement; Chapter seven is about the conclusions and prospects for this article.The main work and innovations can be concluded in three aspects. First, it gives a relatively systematic analysis to Technological Talent Aggregation. Then it gives a division of science and technology input and analyses the influence of various elements to the Technological Talents Aggregation effect. Second, we construct the evaluation index system of influence of science and technology input to technological aggregation effect. Third, taking Shanxi Province as an example, we give vertical and horizon evaluations of the influence of science and technology input to technological aggregation effect by using a DEA method and put forward relevant measures of improvement to enhance the Technological Talent Aggregation effect and promote the regional economic development.
