With the coming of economic globalization and Information Age, globalization and informatization has been two developmental tendencies. Each country's investment in information in the world has emerged unprecedented upsurge. IT companies confront huge development opportunities, while face with great competitive challenges.Under this circumstances, all IT companies are facing an inevitable problem that how to improve the organization performance and enhance company's competitive ability. Different company would take different measure to solve the performance problem; however, it often has little effect. How to basically solve the inefficient performance problem has become one of the company's focal issues.Basing on the relevant theories of performance management and the present performance status and features of H Company, the research studies and analyzes the company's existing issues. It also summarizes the main cause of inefficient performance which is manifested in aspect of corporate culture factor, personnel configuration factor, ability factor, motivation factor and management factor. Combining these factors and H Company's actual situation, this paper has established a feasible performance management system according to theories of human resource management and organizational behavior.Basing on these studies, this paper has drawn some conclusions:the company's performance level is highly influenced by the organization system's comprehensive effect. Improving the status of corporate culture, leadership development, staff recruitment and motivation system is the base. To basically solve the problem of inefficient performance, the company has to engage on the continued improving system and the investment systematic management and build a high performance environment and organization.
