As strategic materials, grain has strong public goods properties. Grain production needs public goods such as infrastructures, rural education and human capital that provided by government. The issues of rural public goods provision, especially the rural public goods undersupply of main grain producing region, are serious questions all the time.Over time, main grain producing region bears a major responsibility of food security for the nation, however, the deeply questions as traditional way of agricultural production and behindhand rural public goods provision that blocked the development of main grain producing region's agriculture and rural area did not solve, which hedged rural development and the income growth of peasants. So it will be beneficial to agriculture growth, food security, and rural development, income of farmers and welfare of peasants if the governments increase input in rural public goods of main grain producing region through channel that sounding supply mechanism of rural public goods of main grain producing regionThe paper systematically reviews research situation of civil and abroad, and the change of supply mechanism of China's rural public goods from the period of commune to construction of the socialist new countryside, and making a typical survey in the Anhui province. The focuses of investigation are impact factors of rural public goods supplying, degree of satisfaction and the demands on the public goods of farmers, by using the panel data model, probit model of econometrics and factor analysis. The result states clearly that the input of rural public goods has positive affects on agricultural growth, the coefficient of the rural education is the highest one, and the rural electricity has the biggest part of contribution. However, there many problems in rural public goods supply, such as the difficult in rural road's funding resource, farmers'poor education level, and seriously inadequate irrigation input; the main factors influencing public goods supply in main grain producing region includes education lever of village cadres, economic lever of administrative villages, geographical conditions, and population characteristics and so on. Developed villages often get more public goods input, while poor and backward ones only can get a few public goods, and there do such problems as"image project"and"human factor exist in public goods supply; farmers have low satisfaction toward rural public goods as a whole, the public goods in the most urgent need are productive goods, and then the second are the social safeguard goods and safe-water project, the goods of environmental hygiene take the lowest demand.Quantitative anglicizing reveals that the short of allowance, structural imbalance and unfair of supply are three problems in rural public goods provision which are caused by the top-down decision making mechanism, monotonous suppliers and supply mode and stricture fundraising channels.The thesis combined positive analysis with the experience of rural public goods provision of several foreign countries, putting forward some proposals as building expression mechanism, making farmers'voices amply represented, enhancing democracy at the grassroots level, institutionalizing decision making mechanism, sounding the supervision of carders, improving the evaluation system; realizing the legalization of rural public goods'decision making, making the hard rules protect procedure of decision making, constructing diverse suppliers and supply mode which revolve around the government changing some public goods'provision from government to club organization, non-governmental organization, and even private, exploiting affluent funding resources and taking the advantage of diversified funding resources...
