In the background of economic globalization, productive factors such as capital, goods, information, technology and labor force can flow cross-border frequently and conveniently. Every Country's economic activities all join in the link of the global production, the trade, the investment and the expense. Accompany with the depth of the globalization, every country is involved in the composition of the global value chain gradually, while the industrial cluster——a particular domain in which many enterprises and organizations aggregates——gradually become the result of the"fragment"of the global value chain.From the 90s of the 20th century, the industrial cluster has developed into a characteristic economic organization in the global economic. Through the interactive cooperation and communication, the enterprises in the cluster exert the scale economies and scope economies and lead the economic development of a area and even the whole state. Tangshan ceramics industry is a traditional labor-intensive industry which has 600 years history, but the ceramics industry cluster is developed in recent years. This article takes"governance"as the clues and adopts the investigation combing computation and comparison analysis to analyze the value chain that Tangshan Ceramics Cluster locates, and then get the conclusion as follows:Tangshan Ceramics Cluster has embedded in the manufacturing link of the buyer-driven global ceramics value chains and it has a week ability to obtain a high value. In order to promote healthy, steady, persistent development of Tangshan ceramics industry cluster, this article carries on strategy formulation based on the results of the analysis.
