With the global economy integration developing, as one of the paradoxes of the processes of'globalization', the significance o'flocal industrial cluster'is increasingly outstanding。The local industrial cluster has become the predominant power that pushes the national or regional economic developing, in the sense of increasing concerns about the upgrading of local industrial clusters on global value chains. Because of the advantage in industrial innovation, industrial cluster is one of the significant ways to promote local industrial competence. Vis-à-vis, the approach of global value chains and the driven mechanism poses emphasis on cross-border linkages and interdependence among different industries located in discrete places, which provides a novel view prospect for the upgrading of local industrial clusters in developing countries.Firstly, this text carries on combing to the global value chain theories, summarizing the frame of the global value chain theories systematically; then it analyzes the driven mechanism theories in details. The motive mechanism has been analytically identified as three basic types: product-driven, buyer-driven, and mixture-driven. Under the typology of value chain motive mechanism, industrial clusters have different formations, market competition rules, and developing modes and tracks etc. This thesis combines a many substantial evidences in the theory of global value driven mechanism to discuss that local industrial clusters in globalization process, especially the ones in developing countries, how according to the situation of themselves to seek industrial upgrading in the globally labor division and the competition, thus no longer limit to the stages of low added value. Then it put forward s that forward-upgrading mode is equal to the product-driven global value chain; the backward-upgrading mode is appropriate for buyer-driven; both of above modes can be taken in mixture-driven. But among them, the mixture-driven is the point of the research.The connection between Chinese economy and global economy becomes closer and closer, but the Chinese local industrial clusters have met many problems, especially the IT industry, which is one of the main developing industries. The analysis on IT industrial upgrading under the ground of mixture-driven global value chain does not only validate that two-ways-upgrading is in reason, but also is helpful to China's industrial cluster upgrading. This thesis analyzes the successful upgrading cases of industrial cluster; then focuses on the status and problems of China's IT industrial cluster; lastly, the paper makes some elementary research on upgrading strategies for our country clusters in mixture-driven global value chain.What have been stated in this dissertation follows the conclusion that, the local industrial clusters'upgrading must keep to the driven mechanism of global value chains, to advance to higher added value stages. The conclusion will make a strong impact on the developing strategies and policies initiatives of Chinese clusters.
