| As the booster of industrial development,cluster has contributed a lot to the growth of China's regional economy since its emergence in the past 30 years.With the rapid development of the early stage,the scale of industrial clusters is still growing,but the promotion of regional competitiveness is becoming weaker.The problem of traditional industrial cluster in the development process exposed the backward production capacity,lack of innovation,leading industrial clusters in some regions of China into a vicious circle of low-end lock,even cause the cluster's demise,As a result of fragmentation of global value chains,industrial clusters can only enhance their national competitiveness by actively participating in global competition and enhancing their position in the global value chain.The nineteen report of the CPC clearly pointed out that “to promote China's industry towards the high-end of the global value chain,to cultivate a number of world-class advanced manufacturing clusters.” Therefore,from the perspective of global value chain,to explore the law of industrial cluster transformation and upgrading is of great significance to enhance China's economic innovation and competitiveness.In this paper,based on the existing research results,combined with the theory of global value chain,industrial cluster theory,industrial upgrading theory and analysis of typical cases,this paper constructs a mechanism model of industrial cluster transformation and upgrading,and explores the law and mechanism of industrial cluster transformation and upgrading in the global value chain.explore the regularity and development mechanism of industrial transformation and upgrading of clusters in global value chain.Then,taking Shijiazhuang pharmaceutical auxiliary materials and pharmaceutical industry cluster as one of the first batch of innovative industrial clusters in China,this paper analyzes the mechanism of cluster transformation and upgrading.The empirical results show that the transformation and upgrading of industrial clusters are influenced by self-organization mechanism,innovation driven mechanism,competition and cooperation mechanism,and external correlation mechanism.Then,a large selection of key industrial base and industrial cluster characteristics of Beijing Tianjin Hebei bright Shijiazhuang as an example,the key factors affecting the transformation and upgrading,the result shows that resources,technological innovation,global value chain governance transformation on theupgrading of industrial clusters has significant effect.Finally,according to the empirical results,combined with the problems,put forward countermeasures and suggestions to promote the transformation and upgrading. |
