Study On Patterns Of Innovative Cluster's Evolution From Mid-small Enterprises Cluster

Under the current background of increasingly important role of knowledge and technology,economic globalization,SME clusters have become the major engine to promote economic development all over the world.However,because of the financial tsunami sweeping across all over the world,many SME clusters in china were at a standstill,or even close down increasingly.So,how to speed up the upgrading pace of SME cluster toward innovative cluster is a very important way for us to get rid of economic crisis and revitalize our economies.Ror this reason,it's of particular importance and urgency to study on models of innovative cluster's evolution from SME cluster.Firstly, on the basis of summarizing the relevant literature, this paper respectively defined the connotation and characteristics of SME cluster and innovation cluster, and analyzed the evolution process and the relationship between them。Then,by analyzing the basic theories of patterns of innovative cluster's evolution from SME cluster such as connotation,application principles,classification, this paper emphatically studied patterns of innovative cluster's evolution from SME cluster based on regional criteria and dynamic standards comprehensively. In this paper,the typical evolution models such as in Silicon Valley, Banjialuoer Indian, Zhongguancun Beijing, Zhangjiang Shanghai ,are based on the area standard,while the typical patterns of top-down model, bottom-up model and complex model are based on the dynamic Standard. On this basis, by analyzing the characteristics and the requirements of models of innovative cluster's evolution from SME cluster, this paper has constructed innovatively an evaluation system of exogenous dynamic index and an evaluation system of endogenous dynamic index, which two can appraise quantitatively which models be used in cluster.Besides theoretical research, this paper carries on an questionnaire survey and interview to Liuyang biology medicine cluster in Hunan.After analyzes and evaluates it's evolution dynamics, top-down model is adopted,which supportes this paper's theory in a friendly way.In fact, the innovation cluster ask for a favourable policy support system. According to the difference of cluster evolution stages, this paper finally proposed some policy suggestions separately.
