The advantage of industrial cluster relies on the driving force, opportunities and resources offered by the innovative network to cluster innovation. This topic has drawn great attention from scholars and managers in relevant fields. Also, it is particularly of great importance for our country’s Internet of Things(IoT) cluster, which is still in its initial stage of establishment.Drawing on the network perspective, the research mainly aims at industrial cluster innovation. Firstly, the paper offers a review on previous research on industrial cluster, cluster innovation, innovative network and knowledge transfer. Also, the paper gives a brief introduction about Internet of Things cluster in the global contexts. In the second part, the paper focuses on how innovative network affects industrial innovation and the mediating effect of knowledge acquisition is examined. Based on the empirical analysis of Io T cluster in Jiangsu Province, the conclusion is drawn that the range, degree of openness, centrality of innovative networks have significant, positive on cluster innovation, with the tie strength significant, negative effect. Plus, the mediating effect of knowledge acquisition is proved by the empirical analysis. Thirdly, with stimulation experiment on evolution of industrial cluster innovative network, the paper offers both qualitative and quantitative description of network structure in different evolutionary phases. The results indicate that in the evolutionary process of single industrial cluster innovative network, the secondary core plays a key role in improving the network structure and resource allocation, while in the evolution process of multi-industrial cluster innovative network, speed of the increase in network ties in the initial stage of evolution should be emphasized. In the next part, related recommendations are provided from the conclusions of empirical analysis and stimulation experiment. In the final part, on the basis of the repetition of the conclusions, both the limitations of this research and plausible directions of future studies are listed.
