Innovation-based Industries Cluster Formation Conditions And Evolution Mechanisms

From Marshall to Porter, innovation cluster ideas experienced the evolution of budding. OECD made the concept of innovation cluster different, and proposed the contemporary concept of innovation cluster. With the development of the global economics and the trend of the international industry competition, more and more researchers start to focus on the innovation capability of industry cluster. There are new words as high-tech industry cluster, innovative industrial clusters, etc.In 1947, the emergence of the one-point transistor in the world marked a new era of microelectronics. Ever since the first chip was invented, IC (integrated circuit) has been a progress for more than 50 years. Now, it becomes a very important standard for the science-technology of one country. IC industry plays an important role in the promotion of one country competitiveness. Shanghai is the leader of China's IC industry, the study of an innovative industrial cluster theory and its application to the IC industry in Shanghai cluster to be related to policy recommendations is of great theoretical and practical significance.On the basis of the literature on the innovative capacity of industrial clusters, innovation systems and clusters of innovative industries, this paper defines the innovation cluster and analyzes its meaning. The paper gets the sufficient condition and necessary condition of the innovation clusters' formation and evolution, by the theory of innovation value chain and industrial ecology. The paper conducted a questionnaire survey for IC industry cluster in Shanghai. The main consequents of the paper are as follows:Firstly, on the basis of the literature, the paper defines the innovative industrial clusters; analyze its elements and meaning.Secondly, based on the innovative industrial cluster connotations, respectively, from the perspective of cluster and innovation perspective to analyze the innovative industrial cluster, and thus leads to the industrial ecology theory and the innovation value chain theory is more suitable for the innovative content of industrial clusters for analysis. And the paper gets the sufficient conditions and necessary conditions of formation and evolution of the innovative industrial cluster.Thirdly, on the basis of the above, the paper gets the indicators of the system and framework that can judge the innovative industrial clusters, and divided innovative industrial clusters into the four stages of evolution.Fourthly, above theoretical analysis, based on my use of sufficient conditions and necessary of innovative industrial clusters formed, a necessary, IC industry cluster in Shanghai were investigated. After that, the paper propose the the policies and proposals which can make the IC industry in Shanghai more advanced.
