The performance management is an enterprise internal management important link which can helps the enterprise enhancing the strength and ensures achieving the strategic objectives.The performance management's thought and the method is being used by the domestic numerous enterprises, the value of performance management is gradually being recognized by the manager, so how to design and establish a scientific, suitable performance management system which can match the Chinese national condition becomes the manager's urgent task. The main line of this paper is giving questions,analyzing problems and solving the problems.The Paper includes five parts, the first chapter points out the significance and the research goal, carries on the analysis to the domestic and foreign performance management's fundamental research and also indications the innovation and shortages in this thesis; the second chapter is the rationale in this study, introduces the relevant theoretical research of performance management and management by objectives theory, carries on the concept and the characteristic of department performance management, lays the rationale after the performance management system design; the author points out the questions in the middle and small scale manufacturing firms which implement the achievements management theory in plan, implementation, appraise and feed back, analyzes the reasons and elaborates the important of implementation department achievements management; author takes the Jiang's Machinery as an example, describes the company's organizational structure, analysis the present performance inspection system, points out the questions and the reasons in the company, bases on this, the author description the process of designing how to establish the department of management performance management indicator system and the performance management process; at last , the author suggests though seepage the achievements management idea, construction management mechanism and molding the enterprise culture that give the guarantee to the department achievements management implementation. The author hopes that through this paper can provide a theoretical basis and improve performance management system to Jiang's groups, also hope that can give the reference to the middle and small scale Manufacturing firm which using the department achievements management theory.
