As the core of the human resource management (HRM) and the main way to build the key competence of the corporation, the main mission of the corporation performance appraisal research (PAR) is to form the competitive advantage of a company in the background of the increasing market competition. The corporation has to rebuild the process of the PAR so that it can adapt to the changing of the market, so as to develop eventually the inspiring power of the PAR. Based on the special situation for small businesses, the PAR should be took as one of the main content in managing a small business, whose system designing, performance management method should be actually based on the practical situation of this corporation.Based on the study and summary on the Haohai Standard and Haohai Testing Model in Qingdao Haohai Network Tech.Co.,Ltd, we think deeply about the problem in the present the PAR of Haohai company which can be a theoretical basis for the long run of the company. The author turns to the enterprise culture first, and analyzes the problems in working process and standard, as well as the PAR. Considering the goals and strategies, the main reason of is found out in restricting the employees'potential ability so that a new examination and check system is established which can actually improve the working process and the job content. We hope that the Haohai Creation can be used as a useful reference during the performance appraisal for colleague small business companies.On the basis of the theories and knowledge system of modern enterprise management, the author analyzes the actuality and the dilemma of the small enterprise system and the performance appraisal, and studies the performance appraisal of Haohai Company in the four aspects covering the strategy planning and positioning, working standard, working process and the performance appraisal. The author hopes to bring some inspiration to the colleague enterprises through the final analysis and conclusions. During the research process, the author uses the method of study the selected spots with that in entire areas and combine the macro and micro analysis, that is, the author chooses his company as the spot and then expends the whole IT market status. Not only should we study the Haohai performance appraisal as the micro part, based on which but also we have to study the macro status of the whole IT enterprises.In this research. some methods, such as case study analysis, documentary analysis, induction method, are used here. Besides, combining inducing and analyzing, dynamic and static analysis, using enterprise management and human capital theory. comparing the vertical and the horizontal value, the author finds out the new model in the system building and performance appraisal also based on the primary data of the company and the understanding of the management and the current status of the modern enterprise.As for the academic value and creativity, there are two missions:1. Act as the theory basis and practical reference for establishing the performance appraisal system for small and medium enterprises.2. Establish three-dimension performance appraisal management system through this research.Main innovating points:1. Post standard and post promotion certification system.2. Long-term three-dimension performance appraisal value model.
