The contest for Human Resource has become the core competition among today's modern enterprises. In the enterprises, whose key business is based on projects, project managers are their core competitiveness, so the attention there is put on the performance management of project manager. But in most domestic enterprises, the appraisal of project result is put at the first place and is taken as the basis for the award and punishment of project managers, which deviates from the performance management's motivation– improve performance. How to design an effective performance management system, how to make use of incentive idea improving the performance during the process, and hence to guarantee the strategic goad of enterprise, is an important subject before the enterprises, especially whose core business is based on projects.From the view point of economic and management science, theories about incentives and performance management are presented. From the analysis of the position and function, the necessity and importance of incentives to project managers are raised. It is discussed how to realize incentive ideas, with analysis of the existing problems of current performance management system. To improve performance of project managers and profit of enterprise, modules of performance management system are designed from"Expectation Theory","Intensify Theory","Fair Theory"At last, the company SFYX is taken as an example. The current project management and performance management are described in details, especially from the view point of"incentives", and the improvement methods are raised.
