The development of socialist new pastoral areas is one of the most important contents of the Socialist New Countryside’s construction, and it is the most important way for pastoral areas coming into the civilized road which the production is developed, the environment is friendly, and the people’s life is rich. It covers all fields including economy, politics, culture, society, and economic construction and so on, which will influence the harmony, stability and development of Inner Mongolia. Nowadays, during the process, the poverty of pastoralist is really noticeable, and it has already attracted the attention of specialists and scholars. This paper mainly takes the Chaganhondei duguilan district of Baarin right banner for main research object, trying to solve the problems coming across in the process of developing new pastoral areas, and promoting the construction of a new socialist country side.This paper consists of the following five chapters:the introduction part presents briefly the purpose, the significance, the current situation, the method and the related definitions of the research. The first chapter discusses the geographic features of Chaganhundei duguilan district, including geographic condition, climate character, pastureland situation and administrative pattern. The second chapter discusses the social humanity structure of the district, including population structure, education circumstance and labor situation. The third chapter discusses the production situations and living standards of this district, including the income and expenditure of pastoralists. The fourth chapter analyzes the reason why this district’s pastoralists have the problem of poverty and proposes several suggestions. The fifth chapter is the conclusion. It gives a summary of the whole paper.
