Research On The Problems Of Rural Land Use Transfer And Countermeasures For It In Tieling

In this paper, the situation of land use of rural areas and farmers in Tieling is combined with the contents and characteristics of land use and land transferring,5 representative sample villages are selected. Based on the statistical data of village land resources in the past 20 years, land use and transferring trends of rural land are studied by land diversity index, landscape diversity index, the Lorenz curve, the rate of change in land use, the speed of change in land use,etc. The factors of changing are analyzed to provide theoretical basis and reference to the rural land transferring and sustainable use in Tieling.The survey data from 1988 to 2008 shows:farmers in Tieling are rich in land resource types, they have all kinds of agricultural land, but the distribution in space is extremely uneven; the total number of cultivated land resources is not large, per capita is low; land use of sample villages is diversity; the degree of concentration of sample villages is greater than the average level in the agricultural land-use conditions, the area of farmland, garden, woodland in sample villages has increased.The 48% of family plough from 5 sample villages has been occupied by others, at the same time studies show that the development of economy has a certain relationship with land transferring, the more developed the village is, the higher the turnover rate is. Overall, the main modes of farmers'land transferring in Tieling are transfer operation, exchange operation, lease operation, co-operation and commission operation.Through the analysis in this paper, the main problems of land transferring in rural areas in Tieling are found:lacking intermediary service organizations of rural land transferring; unclearing of rural land property rights; unperfecting of mechanism in rural land market; lacking regulation and protection by laws. On this basis, the paper presents concrete measures to solve the problem of rural land transferring effectively, with a view to provide strong support to the building of the rural areas in Tieling.
