Study On The Reform Of Property Right System In Yichun State-owned Forestry Region

With more than 20-year reformation of Chinese economic system, the reformation of state-owned forestry which holds a leading position-is relatively lagging. it becomes the last remaining piece of the reformation of Chinese state-owned system. This article takes the reformation of the state-owned forestry proprietary as a subject for exploring a reform road of the state-owned forest region.The article takes the extensive study of the present condition of the forestry proprietary at home and abroad as a basis, the theories of the management of stateowned property, the modern proprietary, the ecological and economic, the sustainable development as a guidance, and seriously analyzed the internal and external factors, both advantaged and disadvantaged, of the reformation of state forestry ownership system in Yichun.Drew on the useful experience of foreign and domestic reformation and linked to the reality of Yichun forest region,this article proposed the general idea and pattern of forestry property right system reform.The guiding ideology of the reform, the principles, the procedures, the operating rules and the safeguard measures are also detailed discussed here. Then it discusses the developed pattern of privately owned forest, and also discussed the principles which the reform should persist. It is typical and urgent to reform the state-owned forestry proprietary in Yichun. By closely integrate theory with practice, it has a leading instructive significance to the reformation practice of Yichun.
