Study On The Agricultural Land Safeguard Function Of Regional Diversity

Agricultural land is a production factor in rural and its basic function is the production function. But because of rural development process in China, there's no specific legal system to define farmers'safeguard, during the different periods of historic progress, agricultural land plays the safeguard function of different level. And it plays an important role in the aspects of the social stability and policy implementation of certain stages. So the agricultural land functions in China include production function and social security function. And the land as a carrier of farmers basic social security, owns a certain number of agricultural land to be the guarantee for farmers, it is the prerequisite to realize the security rights. Due to the different areas of the rural social development, lead to the regional diversity exist in agricultural land safeguard function. The extension ability of rural economy and the non-agricultural employment opportunities exist regional diversity. It bring out to the diversity of the intensity of agricultural land safeguard function. And under the circumstances agricultural land safeguard function still obviously exist regional differences.This paper has done questionnaire survey about two different development regional counties of Jiangxi province and Zhejiang province, the data of agricultural land safeguard function as a support. In the area of Xinchang county Zhejiang and Shangrao county Jiangxi,to carry out the on-the-spot questionnaire and interviews, we select the farmers of different town:suburban county and relatively backward county. It's totally173 copies of valid questionnaires,the correlative data of agricultural land safeguard function about Fenglingtou town, Qingshui town, Shangrao county, Jiangxi province and Chengtan town and Chengguan town, Xinchang county,Zhejiang province. Through the comparative analysis can clearly identify the difference of each town and each county about agricultural land safeguard function. In addition, through the survey data analysis of the safeguard function diversity, can discover the real reason of agricultural land safeguard function,it appears as the differences between regional farmers income for different regional, mainly for the difference of non-agricultural income. To solve the problem of regional differences of agricultural land safeguard function, we proposal that establish a new type of rural social security mechanism contains farmer living, employment, medical, old-age security, gradually reduce the existing relying on agricultural land unstable safeguard function, which can liberate the agricultural land improve the basic production function, still do not affect farmers' non-agricultural income, which has accelerated optimize agriculture industry structure, increasing the income of peasants, the comprehensive construction well-off society's rural pace.This paper is divided into five parts:The first part, the introduction. This study include the background, significance and literature review, according to the related theory, research methods and ideas, research innovation and shortage.The second part, expounds the concept and development of agricultural land safeguard function, the interaction between the development of agricultural land and the rural land system. and the performance and form of expression of agricultural land safeguard function, and doing a theoretical generalization how to analysis the regional diversity of the agricultural land safeguard function, all about to be the theoretical basis for this study.The third part, the selection of the two else towns:Chengtan town and Chengguan town, Xinchang county,Zhejiang; Fenglingtou town and Qingshui town, Shangrao county,Jiangxi, to carry the demonstration data collection. According to the data analysis between the two counties and towns about the regional diversity of agricultural land safeguard function. Using the data of regional differences and analyzed the reason exists. The reason of agricultural land safeguard function in different region difference is caused by farmers income especially non-agriculture area. Put the effective methods forward solving regional differences in agricultural land safeguard function:weaken agricultural land safeguard function relied on the agricultural land gradually, liberate the land from the safeguard function, enhance the production function.The fourth part, in the basic of the analysis of regional differences about agricultural land safeguard function in preamble, to analysis the cognitive situation of farmers'safeguard function and the influence caused by safeguard action using the model combine data, analysis the reason of the existence of the regional differences of farmland safeguard further, for getting the start point of how to solve the regional diversity of agricultural land safeguard function, we combine the attitude of farmer and the implement intention about agricultural land safeguard function, take as a below design reference for the feasibility countermeasure.The fifth part, the countermeasure and the suggestion. This part aim at the regional difference of agricultural land safeguard function in the actual conditions, analysis why weaken the agricultural land safeguard function to be the reason of the solution of regional difference, and discuss the proposal theoretically about weaken safeguard function and strengthen the production function, and puts forward the problems should be paid attention to in the process of weaken agricultural land safeguard function; In the analysis of the intrinsic reason of the regional differences of agricultural land safeguard function, produce countermeasures after the front proposal: weakening agricultural land safeguard function must have a corresponding new system security function to undertake the safeguard safeguard rely on the land.
