Since the reform and opening-up of China, with the development of economy, there is a large-scale transfer of rural labor. It takes influence to society while it helps the development of economy. Large numbers of labor not only enhances the burden of city, but also make agricultural development into the trouble of human resources. With respect to developed eastern coastal regions, rural labor has suffered great loss and interregional transfer in less developed central and western regions, because of the serious urbanization lag and disproportionality of industrial structure, especially the enlarging income gap. Development of Jiangxi Province is relatively backward to other central and western regions. The transfer scale is large in Jiangxi Province, so that it is suitable for the subjects. Therefore, this paper took the situation in Jiangxi Province as an example, positively analyzed the influential factors of rural labor transfer and proposed some related suggestion to orderly transfer of rural labor in Jiangxi Province by studying the transfer methods.This paper analyzed the status of rural labor transfer in Jiangxi Province. Under the influence of historical reason and national policy, the employment of rural labor in Jiangxi Province is still mainly primary industry. The development of secondary and tertiary is relative backward. The trend of interregional transfer is getting more obviously and is larger proportion in all the transfer. The education level of labor is low. Most of them do no have personal skills so that they are engaged in manual labor after transfer.Combined with our own national conditions and policy trend of rural labor transfer, this paper suggested that the problem of orderly transfer of rural labor in less developed region can be resolved if we can undertake and develop labor intensive industry and develop supporting services based on town at the same time. With respect to developed regions, less developed regions should focus on development of labor intensive industries and give up catching up with developed region on techniques and fund. They should make full use of geographical advantages, create financing channels and encourage farmers go to towns to run business. Towns are the bridges bonding the development of cities and villages. Strengthen their own development can not only stimulate development to villages around, but also can faster adjustment of industrial structure in rural areas. In that case, surrounding services will be developed and will can employ more and more rural labor. Based on the analysis above, this paper proposed five policy suggestions. First, raising labor productivity can provide material support to rural labor transfer. Second, advancing creation of institutional mechanisms can raise the transfer efficiency of rural labor. Third, stepping up building industrial cities can provide carrier for rural labor transfer. Fourth, improving the education system of employability and entrepreneurship skills can enhance qualities of rural labor. Fifth, intensifying efforts to structural readjustment can fully tap the potential of agricultural internal employment.
