With the continual development of the economy,our country's wealth has achieved a certain degree of accumulation.Urban and rural people's living standards have been greatly improved by this development,and the economic development brought us not only opportunities,but also risks,which always accompany with us.Social security is a "shield" to defent all kinds of risks,the urban social old-age security system has been developed very well ,but the New Rural Social Pension Insurance system is just beginning.As what the New Rural Social Pension Insurance guidance of 2009 has points out,it will try out the new rural social pension insurance in 10% of the country, including the county,towns,districts,banners.And also the Chinese Premier Wen Jiabao state in the government's work report of 2010,"We will enlarge the area of the Experiment to the 23% of the whole country."It is clear that the New Rural Social Pension Insurance is being carried out quickly.Therefore,how to improve the New Rural Social Pension Insurance system has become the focus of the study.Through the study of the documents of the history and present situation of land circulation development,this paper finds althrough the country has published the law of the land circulation, the land circulation didn't work very well.The basic reason is that peasants take the land as the carrier of the Social Security and the tool to cope with the risks of life.On the basis of the economic theories,land circulation theories,and rural social pension insurance theories,this paper finds the Rural Social Pension Insurance system went through the stage of family support of old age,the stage of the collective insurance and the social old-age insurance in rural areas.Now the problem of the old-age security of the rual is that the family support of old age is on the horns of dilemma,the old-age security of the rual by land is facing the challenge,and the stasis and deletion of the Rural Social Pension Insurance.This article employs the method of interview to survey the demand of the Rural Social Pension Insurance of the public service and the fund invested in the Rural Social Pension Insurance.The result is that a large number of peasants want the government to increase investment in Rural Social Pension Insurance,and enlarge the coverage of the Rural Social Pension Insurance. This paper use the method of the questionnaire survey to investigate the question of the rural residents who will take part in the New Rural Social Pension Insurance.According to the result of survey ,the people of the rural have a strong will to take part in the New Rural Social Pension Insurance,but due to the low income of the rural people,most peasants choose the low grade of the social old-age insurance,at the same time they have a high expectation of the level of the Pension.This article use the model of the New Rural Social Pension Insurance analysis and set the parameters,it calculated that the monthly standard of old-age insurance pension with the different ages and different pay grades.Compare the results of the calculation with the the results of the investigate,we come to a conclusion that the expected level of the Pension was on the horns of dilemma with the pay for social old-age insurance.In other words it can said that rural residents who take part in the New Rural Social Pension Insurance choose the low grade pay for the pension will not achieve the goal of their expected level of pension when they reach the age of receiving the pension.Based on the question of Rural Social Pension Insurance which it have been found in above studies,consult the successful experience of the domestic and international rural social old-age insurance,drawing on the scholar of the Hui-li Dong and other scholars who have pointed out that raising funds for rural social old-age insurance by the circulation of the land contract and management rights,and based on the scholar of Xiao-Ying Wang and other scholars who have pointed out that "land for security".This paper design the model of"land circulation for security"—Perfection the New Rural Social Pension Insurance system.Before implement this model we must first follow some guidelines,the first it must follow the guideline of voluntary and regulation,at the same time it must follow the law and national policies,the second it must implement this model gradually,the third it must both protect the basic living needs and meet the higher demand.Based on these principles and analysis the problems,this paper finds there is a reciprocity mechanism between the perfection the New Rural Social Pension Insurance and the land circulation,meanwhile the government's functions in the system of social security for peasants has also been strengthened,these are all reflect it is possible for us to perfection the New Rural Social Pension Insurance system—"land circulation for security".According to the hot spot and difficulty of transfer and continual of migrant worker's social old-age insurance,and based on the model of perfection the New Rural Social Pension Insurance System—"land circulation for security",this paper also study the policy of transfer and continual of social old-age insurance between the urban and rural.In order to perfection the New Institution of Rural Social Pension Insurance deeply,this paper presents a number of rationalization proposals,looking forward to raising the level of Rural Social Pension Insurance,narrowing the difference in Social Pension Insurance between urban and rural,prepare for the transfer and continue of Social Pension Insurance between the urban and rural easily,and ultimately establish a unified national pension insurance system.
