Because of the unique dual economic structure, there are also dual structure in the social security system. Therefore theoretical studies will be divided into urban and rural areas respectively.Comparing with the urban social security system, the construction and theoretical studies of the rural social security are both extremely scarce and incomplete.Since 2006, China has established the pilot projects of rural social security in individual provinces. However due to the restrained social conditions, the social security system in western areas is still lagging behind that of both the central and eastern areas. In recent years, rural social security system in western China has revealed many shortcomings and insufficiency. This article will explore the useful experience in establishing the correspondingly rural social security system in China with the research of those successful systems in Germany, Japan, Sweden and some other typical countries.Also, the article will analyze in details the development issues in rural social security of western China, will propose the legal principles and the highlights of the legal construction in this system, and will discuss the ideas of improving the social security system with constructive suggestions.
